Role of public funding in innovation?

I’d be interested in hearing your thoughts on the role of public funding in innovation…. I’ve been reading this exciting book: The Department of Mad Scientists – How DARPA is Remaking our World, From the Internet to Artificial Limbs by Michael Belfiore. Its a particularly compelling story for anyone who wants to support the notion that great innovation need to be financed by government programs. And as you may know, our Fusionopolis office is shared by the public servants of A*STAR, Singapore’s agency for research and development. The type of research that is conducted there is the kind that is more fundamental in nature, and is not getting much attention by the private sector, because most of them wont be economically viable project in the foreseeable future. On the other hand, wouldnt this funding be just as smart if it was directed at “commercial” technologies? There are endless angles from which to address this topic… So lets try to simplify the problem by asking ourselves one simple question:
Tell us if you feel the Internet would’ve become what it is today without DARPA? And how?
Expenses of Innovation
I recently had a discussion with my peers about Google attempts to create an OS that we presumed along the likes of a “Web Browser” that replaces an “OS”.
I visualize that the first time the computer boots up, it has zero softwares pre-installed. It only has a Web Browser that shows a webpage for users to configure Wireless Network access point to get connected into the internet.
Once on the internet, any computing needs will be satisfied by AJAX powered applications. Example, Google Docs.
These AJAX powered applications are supported by Cloud Computers (also known as clusters of servers owned and managed by the web hosting provider). Using the Cloud Computers, only a low performance CPU is required for the PC user since most computation is performed on the Cloud Computers.
We questioned the implications of this innovation. At what expense does this approach has?

After over 4 years in Singapore, I have come to admire how Singapore has invested in its educational and its private sector. Can you teach institutions to be “entreptreneurial”? Change management, Innovation methodologies and programme management techniques certainly help to reach that goal, so lets hope the money is being spent wisely.

Projected S$1.73 Billion Worth of Public Sector Infocomm Tenders in FY09
The Singapore Government plans to invest S$1.73 billion worth of new infocomm tenders in Financial Year (FY) 20091. This will further increase infocomm adoption in the public sector to better meet the growing expectations of businesses and citizens in an ever-changing infocomm landscape.
